My 7 month old puppy shreds paper & eats tags off clothes & shoes?

There are times we forget to move out of his reach papers or anything like a blanket or piece of clothing where he takes the tags off those items. He has plenty of toys to occupy himself when we're out; and when we are in, we give him plenty of attention and play and walk time. It's really kind of funny but I'm afraid he's going to ingest something that'll get him sick. Is it boredom or just being a puppy? Any suggestions? (He's a Havanese if that makes any difference)
