Why do people decree "State Sovereignty" a reason for not deposing Saddam ??

The legal argument allows one to avoid (or deny) moral discrimination. Deciding who is truly evil and should be fought and perhaps killed is uncomfortable, and even in a post-9/11 America, we are generally comfortable.
